Quick actions now includes: new registration, enroll existing, collect
payment, attendance. Below it a full "Creation Wizards" grid with buttons
for every wizard (program, group, transfer, invoice, facility, employee,
trainer, pricing rule, product, stock adjustment, cash session, setup).
Each button is permission-gated and uses wire:navigate.
