Fix: settings/system now shows all settings including platform fee toggle

The SystemSettingsForm only displayed settings already in the DB, so
platform_fee_customer_pays was invisible. Switched the route to use the
schema-driven Admin\SystemSettings component which always renders all
defined settings with their defaults.
